Chapter 15
The Emergency Reserve
The inspection notice gave residents seventy-two hours to prove their building was safe. The clock was ticking, and the stakes couldn’t be higher.
Mara leaned against the cool metal of her desk in her cramped office, staring at the stacks of papers that had become her constant companions. The air was thick with the smell of old coffee and the faint, musty odor of the building's aging infrastructure. Outside, the sounds of Leon's crew carried through the alleyway—a cacophony of shouts and scraping tools. She could see him below, his silhouette framed against the dusty brick, a determined figure directing volunteers as they worked to stabilize the structure.
“Just a little more to the left!” Leon’s voice rang out, tinged with urgency. Mara admired his tenacity, even as her mind raced in another direction entirely. While Leon checked pipes and tightened bolts, she was glued to the financial trail. The emergency reserve, designed to protect the community after a devastating storm, had been her focus for weeks now. It was supposed to be a safety net, a lifeline for the residents. Yet, insurance payouts had come through, and the reserve remained untouched, leaving a bitter taste in her mouth.
As she rifled through her notes, a buzz on her phone jolted her back to reality. The caller ID displayed a number she didn’t recognize. With a quick glance toward the window, she answered. “Adrian?”
“Mara,” he said, his voice low. “Celeste didn’t invent that account.”
Her stomach dropped. “What account? You mean the emergency reserve?”
“No.” He hesitated. “She inherited it.”
“From whom?” she pressed, feeling the weight of his words settle in her chest.
“The Harbor Authority. Your parents were on its neighborhood advisory board.”
Her her pulse kicked at the revelation. The Harbor Authority had always been a shadowy entity in her mind, an organization that had hung large during her childhood but had faded into obscurity as she grew older. “Why tell me now?” she asked, her voice barely a whisper.
“Because someone has requested my sealed personnel file.”
The line went dead before he could reveal who. Mara stared at her phone, the silence of the line echoing in her ears. She felt a pulse of anger mixed with dread. What had Adrian gotten himself into?
Outside, Leon’s shouts grew louder, and she could hear the creaking of the building as it settled under the strain of the repairs. The urgency of the situation pushed her to her feet. She needed to act, to uncover the truth behind the emergency reserve before it was too late.
Mara grabbed her coat, the fabric heavy in her hands as she pulled it on. She stepped out of her office and into the bustling hallway, the fluorescent lights flickering overhead. The walls were adorned with peeling paint and faded flyers, remnants of community events long past.
“Hey, Mara!” a voice called from behind her. It was Clara, a resident who had lived in the building for years. “You’re not headed out, are you? We could use your help down here!”
Mara hesitated, torn between her instinct to dig deeper into the mystery and the clear need of her neighbors. “I have to follow up on something important, Clara. But I’ll be back.”
“Just be careful,” Clara said, concern etched on her face. “With everything going on, we need to stick together.”
“I know,” Mara replied, her resolve hardening. “But I need to figure this out first.”
As she stepped outside into the brisk air, the chaos of the scene enveloped her. Volunteers scurried around, carrying tools and supplies, while residents stood anxiously in clusters, whispering about the inspection notice. Mara moved past them, her focus narrowing to the task at hand.
She needed to find out where the money had gone. If Celeste had inherited the account, then someone must have known the truth all along. She pulled out her phone, scrolling through her contacts until she found the name she was looking for—one of her parents’ old friends on the Harbor Authority board.
Before she could dial, a shadow crossed her path. It was Leon, his brow glistening with sweat. “Mara, wait! We need to talk.”
“Not now, Leon. I’m on to something,” she said, determination in her voice.
“Whatever it is, it can wait. The building—”
She cut him off, frustration bubbling to the surface. “The building is fine! I need to know why our safety net is missing!”
Leon’s expression shifted, concern mingling with confusion. “What do you mean? The reserve—”
“I’ll explain later,” she snapped, her mind racing. “I have to make a call.”
As she turned away from him, the weight of her choice settled heavily in her chest. She couldn’t shake the feeling that she was stepping into a darker world, one where the lines between right and wrong blurred with every revelation.
With one last glance at Leon, she stepped into the crowd, the noise fading behind her as she focused on the task ahead. The answer lay somewhere in the shadows of the Harbor Authority, and she was determined to uncover the truth.
But as she dialed the number, a chill ran down her spine. What if the truth was more dangerous than she could ever anticipate?
