The Witness Fee

The original minutes arrived in a grocery bag, carried by a man who had spent three years pretending paper could not remember him.

Elias placed them on Rowan’s desk. The missing page was there, damp at one corner and signed by two people: Mara’s father and Leon Chen.

Leon stared at his own name as though it belonged to a stranger. “I was twenty-one. Dad asked me to sign the tablet so he could submit the repair application.”

Rowan examined the timestamps. “This signature was added at 2:13 a.m., six hours after the board meeting. It may be a copied credential.”

Mara felt relief arrive and refused to let it settle. Leon had not authorized the transfer, but he had still accepted Celeste’s money. Her father had tried to stop the theft, but he had also left his children to find it among his papers.

Elias’s lawyer called while they waited for the preservation order. He wanted a written assurance that Elias would be treated as a cooperating witness.

Nia, who had come with three tenant affidavits, said, “He wants the safety of a person who made us unsafe.”

Elias flinched. “I was trying to save the clinic.”

“You saved yourself first,” Nia said.

Mara could have softened it. At forty-nine, she had spent half her life softening rooms so men could admit damage without hearing its name. The habit rose in her and stopped.

“We file the minutes and the affidavits today,” she said. “No private deal. Your lawyer can ask the prosecutor for consideration after you tell the whole truth.”

Elias’s anger had nowhere to go. He signed the witness statement.

That evening, Celeste held a press conference outside the redevelopment authority. Screens behind her displayed an image of Mara’s father beside a headline: TRUST DIRECTOR UNDER REVIEW FOR MISSING FUNDS.

Reporters turned when Mara arrived with Nia and Rowan’s evidence technician. Celeste’s expression stayed composed.

“Ms. Chen,” she said into the microphones, “will you explain why your father’s clinic accepted tenant money it could not account for?”

Mara opened her mouth.

Leon stepped in front of the cameras first.
