The Final Transfer Map
Elise found the last transfer map in a folder labeled A2.
No one at the courthouse used that label.
The map had thirty routes and one highlighted path to a symbol she had never seen:
-> with a small circle.
Priya said that symbol means handover not complete.
Elise unfolded the map and found one final line written in microtext:
Transfer is complete when owner accepts.
She checked the owner field. Blank.
At the hearing office, they treated this as a technical illustration.
Elise argued it was the whole missing architecture.
Every transfer we traced assumes acceptance. There is no acceptance here.
Priya synchronized the transfer map with the queue patch from chapter 147.

At 15:30, Bell called from the building with one final detail:
The highlighted route was inside the annex basement and ended at the closed corridor door.
No one had clearance there after last revision.
Elise drove there after court and opened the door with the legal request copy.
Inside stood one empty table and three cables.
Each cable had one tiny tag:
handover, queue, owner.
She disconnected the queue cable and wrote that moment in her notes.
This map was the final attempt to move ownership without naming a person.
