Bell and she entered the basement and found one lockbox beside the hidden fan room.

Inside: a metal key card wrapped in tape and a folded page:

Do not unlock until witness stands by.

The key code had the same prefix as chapter 127's corridor map.

Elise inserted the key into the annex terminal and got one prompt:

Owner unknown. Route sealed.

She entered the hearing office and asked for permission to break seal.

The court asked what threshold was breached.

Elise answered, "When route security uses owner unknown, seal equals decision."

Priya ran a script and found only one authorized key in the same family: C-13.

From chapter 133 to 202, the route remained in a loop. Now they saw the loop break for one second.

She recorded that one second.

At home, Bell called with one phrase:

The room still says do not unlock.

Elise said, "Then we unlock with proof first."
