Chapter 160
Room Twenty-Eight
Room Twenty-Eight was the town council chamber beneath the chamber.
Every chair held a grant agreement. The council members appeared as voices, each claiming the money had repaired the town.
Claire separated repair from silence.
“You can keep the roof,” she said. “You cannot keep the agreement that bought your silence.”
The chamber accepted the distinction.
One by one, the grants became public funds. One by one, the confidentiality clauses disappeared.
At the center appeared a sealed envelope marked EVERETT BELL — FIRST MEMORY.
The town council had voted never to open it.
Claire reached for the seal.
Mara stopped her. “The final owner is not always the final truth.”
“Then we ask before opening.”
The envelope answered in Everett's voice.
“No.”
The chamber doors locked.
