The Third Seal
They found the third seal not on the switch, but on a paper sleeve in the legal office annex.
Inside the sleeve: two identical forms, one stamped, one blank.
Elise held the stamped one and saw the same room signature line with one tiny difference: a new seal icon at the bottom.
Priya said, "This could be the missing link."
Mara asked, "Or the final counterfeit."
Bell requested a formal witness chain review.
Helen approved with one condition: no media yet.
At the review table, Priya laid both forms side by side.
Stamped form has owner alias and legal seal.
Blank form has timestamp only.
Both have the same route tag.
The panel looked at the two and asked who held custody.
Elise said, "No one should hold one sealed form and one blank if the case is about witness consent."
Mara said, "The blank is the missing consent."
The clerk requested original scanner logs, but the office said they were moved.
"Moved where?" Bell asked.
No answer.
At 11:17, the unknown source sent a note:

Elise wrote the sentence in her margin and added:
We don't need third copy if the first was never real.
That night they drove to a neutral records room and searched for the moved logs manually.
By 1:20 they found one backup cartridge with a faded label.
Priya loaded it and found a single missing field:
