Elise nodded and gave the room schedule.

"Second rule," the clerk added.

"No mention of private identity until chain is established."

Priya kept her scanner open to avoid one-off edits.

Bell stood by with the sealed route map.

The hearing started at 11:12 and moved into the dangerous minute.

At 11:17, the panel asked:

"Who is responsible for witness queue split?"

Elise answered by pointing at her timeline: "No one person. A chain without named witness."

Priya added, "If responsibility is distributed, accountability cannot be named."

The panel asked, "Then who broke it?"

Bell said, "A process with manual overrides."

Mara added the room map.

No one denied the map.

The panel requested one phrase from each witness on why immediate correction was necessary.

Elise said, "A person cannot be erased by routing if there is no process check for refusal."

Priya said, "A witness refusal is a legal status, not silence."

Bell said, "As custodian, I should have reported the split."

The hearing paused for 30 minutes and came back with no ruling.

At the stair outside, a text arrived from the unknown number:

Mara held the phone and said, "This is either warning or taunt."
