Chapter 4: The Council of Haven Falls
The Haven Falls Unified Council met on the last Thursday of every month in what had been the city's municipal courthouse before The Quiet. The building still had its roof, which was unusual. It still had functioning doors, a working wood-burning furnace in the basement, and enough intact flooring that the main chamber could seat a hundred people, which was another kind of unusual for a city that had been in structural decay for thirty years. The council maintained it, which was to say the council used militia labor to maintain it, which was to say the people of Haven Falls maintained it for the council at no direct cost to the council. This was the kind of arrangement that felt very different depending on which side of it you were standing on.
I went because I always went. Not from civic enthusiasm — I'd left that somewhere in my early twenties along with several other forms of optimism — but because the council meetings were the best place in Haven Falls to gather information. Twelve thousand people funneled their concerns and disputes and proposals through a public session that lasted three hours once a month, and if you knew how to listen to what was being said between the lines, you could learn more about the actual state of the city in an afternoon than you could from a week of sector-level conversations.
Also, as of two days ago, I had reasons beyond the general to want to understand the power structure of Haven Falls.
The public gallery was about half-full when I arrived, which was average for a cold October meeting. The benches were salvaged wood of varying quality, and the attendees had arranged themselves in the usual clusters: sector representatives and their associates near the front, the general public spread through the middle rows, and the people who'd come to complain or be complained about standing along the walls. I found a place on the aisle about two-thirds back, which gave me sightlines to the council table, the chamber entrance, and most of the gallery.
The council itself was five people. The chair was a woman named Aldersham who had been there so long that it was difficult to remember Haven Falls without her. She was in her sixties, grey-haired, with the particular economy of movement of someone who had learned to conserve energy over a long career of difficult decisions. Beside her were the sector representatives for First through Fifth — each of the five inner sectors had a representative, while Sixth and Seventh, my sector included, were lumped together under a rotating appointment that currently belonged to a man named Croft who I didn't trust. At the far end of the council table sat the security liaison, whose official title was something longer but who everyone called by the function: the person who maintained the relationship between the council and the warlords who controlled the outer sectors.
The current security liaison was new. I'd been at the last council meeting but one, and the seat had been occupied then by an older man named Park whose health had been declining. Park wasn't in the room. The person in his chair was someone I hadn't seen before.
He was large in the way that implies structure rather than mass — not fat but solid, the build of someone who had worked physically and trained deliberately. Late forties, maybe fifty, with a face that had been exposed to weather long enough to be permanently set in an expression of neutral assessment. He was wearing better clothing than anyone else in the room. Not ostentatiously better. Just — right. Jacket that fit. Boots that were in good repair. The small visible signs of someone who had consistent access to resources.
I didn't know who he was. I looked to my left, where a woman named Greta who lived in the Fifth Sector and attended every council meeting without apparent exception was settled into her customary aisle seat.
"New face at the table," I said quietly.
Greta glanced up from the knitting she always brought to meetings. "That's Harkin," she said. "Took Park's seat last month. Came up from the outer sectors."
"Which sector?"
"Six, officially. But I've heard he's got people in Three and Seven too."
I looked at Harkin again. He wasn't speaking. He was listening, with a quality of attention that I recognized — the kind of attention that doesn't reveal itself, that looks like passivity but is actually comprehensive intake. Someone who had learned that listening told you more than talking.
"What do you know about him?" I asked.
Greta made a small adjustment to her knitting. "Runs a supply chain. Food, medicine, machinery parts. Came into the sector about three years ago with a small crew and started building connections. He's known as someone who delivers what he promises and doesn't cause problems."
"People with people in three sectors cause problems eventually," I said.
Greta smiled without looking up. "That's what some people say."
Aldersham called the meeting to order. The agenda was read by the council clerk, a young man named Finch who had excellent handwriting and the particular precision of someone who believed deeply in the importance of records. The first item was a water rights dispute between the Third and Fourth sectors over the allocation of the northern river filtration point. This had been ongoing for eight months and would continue to be ongoing, and the people involved spoke with the passionate repetition of those who had given up expecting resolution and now simply needed to be heard. I listened with half my attention and used the other half to watch Harkin.
He didn't speak during the water dispute. He didn't react to the energy in the room. He watched the speakers with that same quality of focused, unrevealing attention, and twice I saw him write something briefly in a small notebook he kept on the table in front of him. Brief notations. Not minutes — he wasn't the clerk. Something else.
The water dispute moved to a postponement that satisfied no one. The next agenda item was a proposal from the Second Sector to formalize salvage rights in the old industrial district along the river, which affected my sector enough that I paid attention to it properly. The proposal was presented by the Second Sector representative, a man named Lunt who spoke the way he looked — as if he'd been designed to occupy as much space as possible. The proposal would extend Second Sector salvage authority over three blocks that had previously been treated as common territory.
I waited until the public comment period and raised my hand.
"Carver," Aldersham said, recognizing me with the efficiency of someone who has your name filed in the right mental drawer.
I stood. "The blocks Lunt is describing contain two active scavenger operations and one small workshop. Those operations are running out of Seventh Sector permits. If you extend Second Sector authority, those permits become void and the people holding them have to renegotiate under Second Sector terms."
"That's a transition issue that can be resolved through the compact process," Lunt said.
"Over what timeframe?" I asked.
Lunt looked at the council table rather than at me. "The transition committee would determine that."
"There's no transition committee," I said. "You'd have to create one. That takes a minimum of six weeks under council procedure, during which the operations in question would be in legal limbo."
"Carver makes a valid procedural point," Aldersham said. "Lunt, the proposal needs a transition provision before it comes back to the table." She made a note. "Tabled pending revision."
Lunt sat down looking as though he'd bitten something sour. I sat down too. In my peripheral vision I registered Harkin watching me. I didn't look back.
